Whatever tax measures the Chancellor unveils in Wednesday's Budget speech, Neil MacGillivray hopes they have been thought through with a bit more care than appears to have happened in the Scottish Parliament

As soon as I say this relates to the Scottish Parliament and the Scottish Budget, many of you may stop reading and move on to attend other matters.
