The fact government has decided to defer legislation on long-term care into the next parliamentary session has been a disappointment for anyone giving care fee planning advice. In the white paper on health care reforms published two years ago, government planned to introduce legislation to build a sustainable, affordable framework for social care in the second session of parliament. That has now been and gone, and it is now unlikely we will see any shake-up for at least another eighteen months.
