The Department for Work and Pensions (DWP) has set out its proposals for the design of pensions minister Steve Webb's flagship defined ambition (DA) pension system.
In a paper, Reinvigorating Pensions, the DWP indicated in more detail its desire to move workplace pensions towards risk-sharing structures. It also set out proposals for reforming charges on pension schemes, and on rebuilding public trust in pensions. The report said the DWP believes greater certainty for employers and employees "by sharing the longevity and investment risks between a number of parties, including employers, individuals, insurance and investment businesses".
