Making the winter fuel allowance a means-tested benefit to help fund long-term care would discourage people from saving and worsen the pension credit crisis in future, a commentator has said.
Saga director general Ros Altmann said the move, suggested by think tank The CentreForum to aid funding of Dilnot's social care reforms, would extend pension means-testing and discourage more people from saving in the first place. She explained: "Yes, reforming social care is urgent, but taking away winter fuel payments from millions of pensioners who are already struggling with their heating bills is not the solution.
