The Dilnot Commission Report on Funding of Care and Support begins on a cheery note: “It is a matter for celebration that people are living longer.” However, gloom soon descends: “Care is the one major area of our lives where, at the moment, there is no way for people to protect themselves against the risk of high costs.” The report estimates a quarter of people aged 65 will need to spend very little on care during the rest of their lives.
